Ed Scarvalone is an experienced trial lawyer whose practice focuses on complex civil litigation, environmental matters, and government investigations.
Mr. Scarvalone's civil litigation practice includes a wide variety of commercial, securities, and regulatory disputes on behalf of businesses, investment funds, governmental entities, and individuals. In the environmental area, Mr. Scarvalone helps clients resolve enforcement matters brought by federal and state regulators, and litigates cost-recovery and contribution claims under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), citizen suit and toxic tort claims, and other environmental disputes.
Before joining the firm, Mr. Scarvalone served as an Assistant U.S. Attorney in the Civil Division of the U.S. Attorney's Office for the Southern District of New York, where he litigated civil fraud and enforcement actions on behalf of the United States, and defended federal agencies in commercial and regulatory matters. In the course of his tenure, Mr. Scarvalone served as Chief of the Environmental Protection Unit, where he led civil prosecutions against corporations, municipalities, and individuals under the major federal environmental enforcement statutes. Mr. Scarvalone also defended federal agencies against claims for CERCLA cost-recovery and contribution, and against legal challenges to their regulatory decision-making and their assessment of the environmental impacts of proposed agency action.
For his government service, Mr. Scarvalone received a Department of Justice Director's Award for Superior Performance and an environmental enforcement award from the U.S. Environmental Protection Agency.
